Principal

Shanna Gong is a principal in Raben’s Issue Campaigns practice, where she leads bold, values-driven campaigns designed to move hearts, shape narratives, and drive lasting policy change. She brings more than a decade of experience at the intersection of policy, philanthropy, and advocacy — advancing democracy, reproductive freedom, and strengthening immigration and criminal justice systems.

At Raben, Shanna partners with major foundations and national advocacy organizations to develop winning campaign strategies, mobilize broad and diverse coalitions, and tell stories that inspire action. She was instrumental in establishing the Reproductive Freedom Alliance, a first-of-its-kind, nonpartisan coalition of governors dedicated to protecting and expanding access to reproductive health care. Her work helped governors coordinate, share best practices, and act quickly amid rapidly shifting reproductive health landscapes. 

Before joining Raben, Shanna helped pioneer FWD.us’s criminal justice reform portfolio, leading legislative and ballot initiative campaigns that built bipartisan support and secured major sentencing and parole reforms nationwide. She also created and launched Project Commutation, an innovative storytelling campaign that resulted in one of the largest single-day commutations in U.S. history — freeing more than 400 people serving decades-long sentences for drug possession.

Shanna is the co-author of Every Second: The Impact of Incarceration on Families, a landmark report with researchers at Cornell University and the University of Chicago that provided the first national estimate of Americans who have experienced familial incarceration.

A proud graduate of the University of California, Los Angeles, Shanna now calls Wisconsin home, where she lives with her husband and two daughters. On weekends, she’s likely logging miles on local trails, training for her next marathon.
